Why a licence-free electric scooter

An electric scooter rated 4 kW or under needs no motorbike licence and no IDP — it's legal for every nationality in Vietnam. That makes it the right ride for visitors from the US, Canada, Australia, Japan, South Korea and other countries whose home permit isn't recognised here for a petrol bike.

Vietnam recognises only the 1968 Vienna Convention International Driving Permit for a petrol motorbike over 50cc. If your country issues the 1949 Geneva-style permit — the United States, Canada, Australia, New Zealand, Japan, South Korea, China, Singapore, Spain or Ireland — that permit is not valid here for a petrol bike.

A licence-free electric scooter sidesteps the whole problem. No category A1, no IDP, no grey area. You ride legally from the moment you take the handover.

What the law actually requires

For a petrol bike over 50cc you need a motorbike licence plus a valid 1968 IDP — category A1 for bikes up to 125cc, category A above that. For an electric scooter rated 4 kW or under, none of that applies. Helmets are mandatory and the drink-drive limit is effectively zero for everyone.

Under Decree 168/2024, in force since 1 January 2025, riding a petrol bike without a Vietnam-recognised licence is fined VND 2–4 million for a bike up to 125cc, or VND 6–8 million for one over 125cc — plus a 7-day impound. The person who hands an unlicensed rider the bike faces a separate VND 8–10 million fine under Article 32.10.

A licence-free electric scooter removes that exposure entirely, because no licence is required to ride one.

Two rules still apply to everyone, electric included: a helmet is mandatory, and the drink-drive limit is effectively zero — any alcohol is finable, with large penalties under Decree 168. Ride sober, ride helmeted.

Range, charging and where it's happiest

Insurance, honestly

We never say "fully insured." Compulsory third-party cover (CTPL) protects a person you injure, not you. A rental damage waiver (CDW) is a contractual cap on what you'd owe, not insurance. Your own travel-medical policy covers you — and riding a licence-free electric legally keeps that cover valid.

There are three honest layers, and we'll explain each before you ride. Compulsory CTPL protects the other person if you injure them, not your own bike or body, and it can be refused for an unlicensed at-fault rider.

A Collision Damage Waiver on the rental is a contractual cap on your liability for damage — useful, but not the same as insurance.

Your own travel-medical policy is what protects you. Policies like Genki Traveler can cover riding up to about 125cc, including a licence-free electric. The key point: riding legally is what keeps that cover valid — and a licence-free electric is legal for you, so it stays intact.
